A. Directions to White Plains And Elmsford Disaster Recovery Facilities

This appendix provides directions to GGHC’s DR facilities at 245 Main Street, White Plains and 401 Fieldcrest Drive, Elmsford, and also provides directions to Bear Stearns at 383 Madison Avenue. Alternate travel methods and routes are important to have handy because the disaster could disable some modes of travel as we saw on 9/11/2001.

1) Disaster Recovery Center - 245 Main Street, White Plains, NY

a. By Metro-North Train

Specifically from 1775 Broadway: Take the Broadway/7^th Avenue subway (1 or 9 train – get in a car at the very back of the train) downtown to 42^nd street. At 42^nd street, take the 42^nd Street shuttle from Times Square to Grand Central Terminal (GCT). Look at the monitors to locate the best train to White Plains; each train line is highlighted by a different color.

*Recommended Best Train Route: Take the Harlem line (blue) train to White Plains station, and a cab to 245 Main St.

Alternate 1: If the Harlem Line is not running, take the Hudson Line (green) to Tarrytown and a cab to 245 Main St., White Plains. From Tarrytown, White Plains is about seven miles down 287 (south) east.

Alternate 2: If the Harlem and Hudson Lines are not working, take the New Haven Line (red) to Rye, and a cab to 245 Main St., White Plains. From Rye, White Plains is about seven miles up 287 (north) west.

b. By Car

In order to reach White Plains, you need to get onto 287. You reach 287 by traveling north on any of the following parkways: Hutchinson, 87, Sprain Brook, or 95. Refer to the maps which follow the subsections below.

Preferred Routes:

From the West Side of Manhattan

*Recommended: Take the Henry Hudson Parkway north to the Cross County Parkway to the Hutchinson Parkway north to 287 west. Get off 287 at exit 8 (Westchester Avenue) and drive straight into downtown White Plains. Turn left at Hamilton Avenue and then go left again at the first traffic light onto EJ Conroy Drive. Take an immediate right into the parking garage. After parking, walk down EJ Conroy Drive away from

Hamilton Avenue to Main Street and take a right. 245 Main Street is on the right.

Alternate 1 Via 87: Take the Henry Hudson Parkway north to the Cross County Parkway to 87 north to 287 east. Get off 287 at exit 6 (North Broadway), go right at the end of the exit ramp, and drive straight into downtown White Plains. Turn right at Hamilton Avenue and then go left again at the first traffic light onto EJ Conroy Drive. Take an immediate right into the parking garage. After parking, walk down EJ Conroy Drive away from Hamilton Avenue to Main Street and take a right. 245 Main Street is on the right.

Alternate 2 Via Sprain Brook Parkway: Take the Henry Hudson Parkway north to the Cross County Parkway to the Sprain Brook Parkway north to 287 east. Get off 287 at exit 6 (North Broadway), go right at the end of the exit ramp, and drive straight into downtown White Plains. Turn right at Hamilton Avenue and then go left again at the first traffic light onto EJ Conroy Drive. Take an immediate right into the parking garage. After parking, walk down EJ Conroy Drive away from Hamilton Avenue to Main Street and take a right. 245 Main Street is on the right.

From the East Side of Manhattan

*Recommended: From the FDR north, cross the Triborough Bridge, get onto the Bruchner Expressway, take 95 north, and then follow the Hutchison Parkway north to 287 west. Get off 287 at exit 8 (Westchester Avenue) and drive straight into downtown White Plains. Turn left at Hamilton Avenue and then go left again at the first traffic light onto EJ Conroy Drive. Take an immediate right into the parking garage. After parking, walk down EJ Conroy Drive away from Hamilton Avenue to Main Street and take a right. 245 Main Street is on the right.

Alternate 1 Via 87: From the FDR north, cross the Triborough Bridge, get onto 87 north to 287 east. Get off 287 at exit 6 (North Broadway), go right at the end of the exit ramp, and drive straight into downtown White Plains. Turn right at Hamilton Avenue and then go left again at the first traffic light onto EJ Conroy Drive. Take an immediate right into the parking garage. After parking, walk down EJ Conroy Drive away from Hamilton Avenue to Main Street and take a right. 245 Main Street is on the right.

Alternate 2 Via 87 (Harlem River Drive): From the FDR north, take the Harlem River Drive north, to 95 north for a short distance, and then get onto 87 north to 287 east. Get off 287 at exit 6 (North Broadway), go right at the end of the exit ramp, and drive straight into downtown White Plains. Turn right at Hamilton Avenue and then go left again at the first traffic light onto EJ Conroy Drive. Take an immediate right into the parking garage. After parking, walk down EJ Conroy Drive away from Hamilton Avenue to Main Street and take a right. 245 Main Street is on the right.

Other Options: There are other ways to cross the Harlem River, for example, the Willis Avenue Bridge. These routes should only be used if you are very familiar with them.

From Long Island/Queens

*Recommended: Take 678 or the Cross Island Expressway to cross the Whitestone Bridge, and then follow the Hutchison Parkway north to 287 west. Get off 287 at exit 8 (Westchester Avenue) and drive straight into downtown White Plains. Turn left at Hamilton Avenue and then go left again at the first traffic light onto EJ Conroy Drive. Take an immediate right into the parking garage. After parking, walk down EJ Conroy Drive away from Hamilton Avenue to Main Street and take a right. 245 Main Street is on the right.

Alternate 1 Via Throgs Neck Bridge: Take 295 across the Throgs Neck Bridge, and then follow it to the Hutchison Parkway north to 287 west. Get off 287 at exit 8 (Westchester Avenue) and drive straight into downtown White Plains. Turn left at Hamilton Avenue and then go left again at the first traffic light onto EJ Conroy Drive. Take an immediate right into the parking garage. After parking, walk down EJ Conroy Drive away from Hamilton Avenue to Main Street and take a right. 245 Main Street is on the right.

Alternate 2 Via Triborough Bridge: Take 495 west to 278 north or to Grand Central Parkway (which will take you to 278 north), cross the Triborough Bridge, get onto the Bruchner Expressway, take 95 north, and then follow the Hutchison Parkway north to 287 west. Get off 287 at exit 8

(Westchester Avenue) and drive straight into downtown White Plains. Turn left at Hamilton Avenue and then go left again at the first traffic light onto EJ Conroy Drive. Take an immediate right into the parking garage. After parking, walk down EJ Conroy Drive away from Hamilton Avenue to Main Street and take a right. 245 Main Street is on the right.

Other Option: If the Hutchinson Parkway is closed, continue north on 95, go west on 287, get off 287 at exit 8 (Westchester Avenue) and drive straight into downtown White Plains. Turn left at Hamilton Avenue and then go left again at the first traffic light onto EJ Conroy Drive. Take an immediate right into the parking garage. After parking, walk down EJ Conroy Drive away from Hamilton Avenue to Main Street and take a right. 245 Main Street is on the right.

From Brooklyn

Via Triborough Bridge: Take 278 across the Triborough Bridge, get onto the Bruchner Expressway, take 95 north, and then follow the Hutchison Parkway north to 287 west. Get off 287 at exit 8 (Westchester Avenue) and drive straight into downtown White Plains. Turn left at Hamilton Avenue and then go left again at the first traffic light onto EJ Conroy Drive. Take an immediate right into the parking garage. After parking, walk down EJ Conroy Drive away from Hamilton Avenue to Main Street and take a right. 245 Main Street is on the right.

Via Whitestone Bridge: From south Brooklyn, take the Shore Parkway or Interborough Parkway to 678 north, cross the Whitestone Bridge, and then follow the Hutchison Parkway north to 287 west. Get off 287 at exit 8 (Westchester Avenue) and drive straight into downtown White Plains. Turn left at Hamilton Avenue and then go left again at the first traffic light onto EJ Conroy Drive. Take an immediate right into the parking garage. After parking, walk down EJ Conroy Drive away from Hamilton Avenue to Main Street and take a right. 245 Main Street is on the right.

Other Options: (1) If the Triborough bridge cannot be crossed, take the Grand Central Parkway (and Whitestone Expressway), or 495 east, to 678 north and cross the Whitestone Bridge. Then follow the recommended directions above, “Via Whitestone Bridge”. (2) The Throgsneck Bridge crossing is another option. (3) From parts of Brooklyn, such as Brooklyn Heights, the shortest route is to cross the Brooklyn Bridge or Manhattan Bridge and then follow the directions from the east side of Manhattan. Beware that Manhattan could come to a standstill during the disaster.

From New Jersey

*Recommended: Take 287 east across the Tappan Zee Bridge. 287 may be reached by travelling north on the Garden State Parkway or the Palisades Interstate Parkway. Get off 287 at exit 6 (North Broadway), go right at the end of the exit ramp, and drive straight into downtown White Plains. Turn right at Hamilton Avenue and then go left again at the first traffic light onto EJ Conroy Drive. Take an immediate right into the parking garage. After parking, walk down EJ Conroy Drive away from Hamilton Avenue to Main Street and take a right. 245 Main Street is on the right.

Alternate: Take a major highway, such as 80, 280, or 78 east to 95 north. Cross the George Washington Bridge. Take the Henry Hudson Parkway north to the Cross County Parkway to the Hutchinson Parkway north to 287 west. Get off 287 at exit 8 (Westchester Avenue) and drive straight into downtown White Plains. Turn left at Hamilton Avenue and then go left again at the first traffic light onto EJ Conroy Drive. Take an immediate right into the parking garage. After parking, walk down EJ Conroy Drive away from Hamilton Avenue to Main Street and take a right. 245 Main Street is on the right.

Other Option: If the Tappan Zee and George Washington bridges cannot be crossed for some reason, then go north on the Palisades Interstate Parkway and cross the Hudson River via Routes 6/202 at the Bear Mountain Bridge. Then take Route 9 south to 287 east. Get off 287 at exit 6 (North Broadway), go right at the end of the exit ramp, and drive straight into downtown White Plains. Turn right at Hamilton Avenue and then go left again at the first traffic light onto EJ Conroy Drive. Take an immediate right into the parking garage. After parking, walk down EJ Conroy Drive away from Hamilton Avenue to Main Street and take a right. 245 Main Street is on the right.

From Staten Island

Option 1 Via Verrazano and Triborough Bridges: Get onto 278 towards Brooklyn, cross the Verrazano Bridge, follow 278 across the Triborough Bridge, get onto the Bruchner Expressway, take 95 north, and then follow the Hutchison Parkway north to 287 west. Get off 287 at exit 8 (Westchester Avenue) and drive straight into downtown White Plains. Turn left at Hamilton Avenue and then go left again at the first traffic light onto EJ Conroy Drive. Take an immediate right into the parking garage. After parking, walk down EJ Conroy Drive away from Hamilton Avenue to Main Street and take a right. 245 Main Street is on the right.

Option 2 Via New Jersey: Take 278 toward New Jersey. Get onto 95 north. Rather than crossing the George Washington Bridge, take the Palisades Interstate Parkway north to 287 east across the Tappan Zee Bridge. Get off 287 at exit 6 (North Broadway), go right at the end of the exit ramp, and drive straight into downtown White Plains. Turn right at Hamilton Avenue and then go left again at the first traffic light onto EJ Conroy Drive. Take an immediate right into the parking garage. After parking, walk down EJ Conroy Drive away from Hamilton Avenue to Main Street and take a right. 245 Main Street is on the right.

NY State West of Hudson River

*Recommended: Go south on 87 or the Palisades Interstate Parkway to 287 east across the Tappan Zee Bridge. Get off 287 at exit 6 (North Broadway), go right at the end of the exit ramp, and drive straight into downtown White Plains. Turn right at Hamilton Avenue and then go left again at the first traffic light onto EJ Conroy Drive. Take an immediate right into the parking garage. After parking, walk down EJ Conroy Drive away from Hamilton Avenue to Main Street and take a right. 245 Main Street is on the right.

Other Option: Cross the Hudson River via Routes 6/202 at the Bear Mountain Bridge. Then take Route 9 south to 287 east. Get off 287 at exit 6 (North Broadway), go right at the end of the exit ramp, and drive

straight into downtown White Plains. Turn right at Hamilton Avenue and then go left again at the first traffic light onto EJ Conroy Drive. Take an immediate right into the parking garage. After parking, walk down EJ Conroy Drive away from Hamilton Avenue to Main Street and take a right. 245 Main Street is on the right.

c. By Air

It is possible that key GGHC personnel will be travelling when a disaster occurs and will want to quickly come back directly to the White Plains Disaster Center.

LaGuardia Airport and and John F. Kennedy International Airport are the most convenient major airports to White Plains. Newark International Airport is a bit further away.

At approximately 15 minutes from downtown White Plains, Westchester County Airport is right outside the city between White Plains and Greenwich, Connecticut. It has one of the largest based corporate fleets in the United States. The airport serves several commercial service operators and more than 400 based aircraft, including helicopters. Non-stop commercial services are offered to ten major cities. Pre-9/11/2001 traffic was more than one million passengers annually. The web site for the airport is www.co.westchester.ny.us/Airport/.

For quick local travel, Helicopter service from Manhattan to Westchester County Airport is available though many providers at the three heliports in Manhattan:

· West 30^th Street and 12^th Avenue (closest to 1775 Broadway)

· East 34^th Street by the FDR Drive (second closest)

· Downtown at Pier 6 on the East River at South Street

Potentially, there is a wide range of costs for this service. For example, Helicopter Flight Services quotes $975 for Manhattan to Westchester with six passenger capacity. At face value this seems very reasonable, but DRCs should beware that this price could be double depending on factors like service provider, type of helicopter, number of pilots on board, time of day, day of the week, specific heliport fees, and so on. Service providers are listed in the yellow pages under “Aircraft Charter.” Two of the listed providers are shown below.

If this method of transportation is used, it should be used sparingly. Care must be taken regarding which key GGHC personnel ride together on the same helicopter. Please check with the DR Manager or with a DR Coordinator before using helicopter service.

d. By Subway

The 1, 2, 4, 5, and 6 trains all run into the north Bronx close to the Westchester County line. While the subway is NOT a preferred way of getting to White Plains, it is another option for getting off the island of Manhattan that beats walking over bridges (or swimming across the water) as long as the subways are running.

For example, on 9/11/2001 many car service vehicles which had dropped riders off outside of Manhattan could not get back into the city. However, any rider that could get out of the city and hooked up with car service or taxis to the north could have been picked up and driven to their destination.

Also, a seemingly fast way to the WorldCom Data Center in Elmsford from 1775 Broadway is: Take the 1 or 9 train toward the Bronx to Marble Hill, at Marble Hill hop on the Hudson Line to Tarrytown, and at Tarrytown take a cab from the Tarrytown Station to 401 Fieldcrest Drive in Elmsford.

However, a disaster mobilization is no time to experiment. Every route that is likely to be taken should have been well practiced in preparation beforehand.

e. Ferry Service

New York Waterway ferry service from Manhattan is an option that most likely would not be used unless we are desperate. However, the ferry ride across the Hudson to New Jersey only takes a little longer than 5 minutes. It would be imperative to have a car pickup on the New Jersey side for the rest of the trip to White Plains.

Ferries leave Pier 78 at West 38^th Street for Port Imperial in Weehawken every 10, 15, or 20 minutes, 7 days a week from early in the morning (6 or 8 AM) until late in the evening (12:00 midnight or 1:00 AM). Also, there are ferry lines running from Pier 78 to Lincoln Harbor in Weehawken, north Hoboken, Colgate, and Newport.

f. Buses

Bus service is not recommended as a major mode of transportation since it has many of the disadvantages of car travel , especially that of getting stuck in traffic and thereby delayed. The trains offer a much better means of travel. Beware that if the trains are not running, the traffic is worse than ever – nearly impassable going into and out of Manhattan during extended commuting hours.

However, local shuttle bus service is a good routine means of supplementary transportation around White Plains between the 245 Main Street office and the White Plains train station.

2) WorldCom Data Center, 401 Fieldcrest Drive, Elmsford, NY

The WorldCom Data Center is off 287, west of White Plains (between White Plains and Tarrytown). Use the directions to White Plains to find your way to 287. Whether you are coming from the east or west on 287, take exit 2 and go north on 9A (North Central Avenue, which becomes North Saw Mill River Road) for about two miles. Fieldcrest Drive is the left after Hunter Lane. The WorldCom Data Center is the first building in, set off a bit to the left. After 9/11/2001, all signs identifying the building were removed. You must request access to the building parking lot through a speaker at the driveway entrance gate in front of the building.

FieldCrest Drive is circled in the map below as is the exit area off 287.

3) Bear Stearns at 383 Madison Avenue at 47^th Street

Specifically from 1775 Broadway: Take the Broadway/7^th Avenue subway (1 or 9 train – get in a car at the very back of the train) downtown to 42^nd street. At 42^nd street, take the 42^nd Street shuttle from Times Square to Grand Central Terminal (GCT). Exit at the southwest corner of GCT, walk uptown on Vanderbilt Avenue to 47^th Street. Vanderbilt is right next to GCT.

383 Madison Avenue occupies the entire block between Vanderbilt and Madison Avenues and between 46^th and 47^th Streets. There are entrances at the corners of the building. The security desk in the lobby is at the southwest corner of Vanderbilt Avenue and 47^th Street.

Alternate Route: Take the B or D train from 1775 Broadway to Rockefeller Center (the second stop from 1775 toward 34^th Street/Herald Square) and then walk to Madison Avenue and 47^th Street.

From anywhere else: Take Metro North or the NY City subway to GCT. The Lexington Avenue Express and Local (4, 5, and 6 trains) run North – South straight through GCT between the Bronx and lower Manhattan. The 42^nd Street Shuttle from Times Square to GCT is the best way to get from the west side of Manhattan to GCT by subway. From Penn Station, take the 1, 2, 3, or 9 train toward the Bronx to Times Square/42^nd Street and get the Shuttle to GCT. Exit at the southwest corner of GCT, and walk uptown on Vanderbilt Avenue to 47^th Street.
